Port Blair, March 26: The Member of Parliament, Shri Bishnu Pada Ray took up the matter for early settlement of Pending issues of regular Home Guards of A & N Administration with the A & N Administration, the Inspector General of Police, A & N Islands, the Ministry of Home Affairs and ultimately with the Union Home Minister in the Floor of the House (Lok Sabha) vide his unstarred Question No.1352 on 05.03.2013.
The Commandant, Home Guards, A & N Islands in his reply on 28th Feb. 2013 has stated that
An amount of Rs. 12.44 Crore was paid to the 325 regularized HG at an average rate of 3.83 Lakh per Home Guard against BP, DA, SCA, IR, ISDA, Trt. Allowance and washing allowance.
For the remaining benefits as arrears of HRA, AD –Hoc Bonus etc., the matter has been referred for clarification to A & N Administration and the Admn. referred the matter to Home Ministry, hence delay being caused.
In order to expedite the action for facilitating the Payment of the pending arrears, Ray also raised the matter vide his Ustarred Question No. 1352 in the Parliament. In reply, the State Minister of Home Affairs, stated in regard with payment of arrears against HRA and Ad – hoc Bonus, the matter was examined in consultation with Ministry of Finance, Dept. of Expenditure. The observations of Ministry of Finance, Dept. of Expenditure have been conveyed to the UT of A & N Admn.
Towards the other action to be taken by the Dept., the Commandant (Home Guard) stated that the regularized HG is entitled to get HRA. Houses are being allotted by General Section of the Admn./ on receiving applications from the individuals. GPF subscriptions of Rs. 3000/- per month being deducted from their salary and GPF pass book are being issued. The pay and allowances for left out period will be settled on receipt of details receive. Uniform articles are being issued. Pay slip are being issued. Department is in the process of issuing identity card. They will be allowed to avail GH, RH and weekly off. Giving increment as per the revised pay structure on 01.07.2006 as per Rule 10 of the CCS (RP) Rules, 2008 is under process and should be settled by the end of the current financial year.

Shri Bishnu Pada Ray, Hon’ble Member of Parliament extends his warm Greetings to all the Islanders on the occasion of Holi. He has wished that the festival may bring Peace, Prosperity and Happiness to the Islanders.
Meanwhile Shri Kuldeep Rai Sharma, President PCC and all leaders have greeted the islanders on the occasion of Holi. Sharma has stated that Holi is not only a festival of colours but it is festival of friendship and brotherhood. We must celebrate this festival by honouring the feelings of others and not drench them with colour who don’t like it due to one reason or the other.

On the auspicious occasion of Holi, the festival of colours, I extend my warm and heartiest greetings to the people of Andaman and Nicobar Islands.
Holi, as we all know, is symbolic of the triumph of good over evil. It is one of the most colourful events in the year, which brings people from different strata of the society together to live happily as one family. The festival not only spreads happiness in the lives of the people but also strengthens the bond among the people.
Let everyone cherish the belief that the colours of Holi festival would also fill up our lives and bring happiness to everyone in our Islands.
